In NC the rights of a felon are automatically restored. The person must have completed any active sentence, probation and paid all fines and cost the courts required him/her to pay.
When that is completed the person is required to re-register by completing a registration form and mail or bring to our office.
When we receive word from the courts that a person was convicted of a felony, we removed the person from the voting records as the law requires us to do.
When the person signs the form, they are saying they are now meeting all the requirement that I just talked about. We have the forms at the office and all libraries also have them.
